CPSIA REASONABLE TESTING PROGRAM FOR NON-CHILDREN’S PRODUCTS WHITEPAPER
A White Paper on Fulfilling The CPSC’s Reasonable Testing Rules. Under the Consumer Product Safety Improvement Act of 2008 (CPSIA), domestic manufacturers, importers and private labelers of both children’s and non-children’s products must provide a General Conformity Certificate (GCC) certifying that each product being sold in the U.S. market complies with all applicable safety rules. The legislation states that certification must be ‘‘based on a test of each product or upon a reasonable testing program”. The purpose of this document is to introduce the requirements and challenges of complying with the reasonable testing program for non-children’s products established by the Consumer Product Safety Improvement Act of 2008. The document is not intended as a comprehensive guide to compliance but as a tool to help manufacturers, importers and private labelers plan their strategy for fulfilling the requirements.
